Kim E. Petersen
Founder & President

Kim E. Petersen is one of the world’s foremost authorities on land border and seaport security, with over three decades of senior-level experience designing, managing, and advising on high-stakes security infrastructure projects across six continents. His unique blend of military, intelligence, government, and private sector leadership has positioned him as a trusted advisor to national governments, multilateral agencies, and port & customs authorities worldwide.

CNN International described Kim E. Petersen as, “one of the leading security and counterterrorism experts in the world”. He has over 40 years of combined experience in industrial security, special operations, national security, and intelligence operations.  Mr. Petersen is the founder of such companies as HydroSEC, SeaSecure, and the Mobius Security Group, and is frequently seen on network news programs as an expert on security and counterterrorism.  He has worked for President George H.W. Bush and former Secretaries of State Henry A. Kissinger and Alexander M. Haig, and has held senior staff positions at the US Senate and US Department of Defense.

Mr. Petersen’s distinguished career includes: 

  • Serving as a personal security and strategic advisor to U.S. President George H. W. Bush, U.S. Secretaries of State Henry Kissinger and Alexander Haig, and senior officials in dozens of foreign governments, offering high-level counsel on national security, border and seaport integrity, and counter-terrorism policy.

  • Lead Contractor and Architect of the US$90 million Jordanian National Center for Security and Crisis Management (NCSCM), working directly with H.M. King Abdullah II, his senior staff, and senior government elements. This project is widely regarded as a model for regional crisis response architecture. 

  • Pioneering international border and seaport immigration and customs controls in over 100 countries, transforming the security posture of more than 150 ports and border facilities worldwide, including critical infrastructure in the Middle East, Africa, Southeast Asia, and Latin America.

  • Founding HydroSEC, the first water utility security company in the United States, which identified critical vulnerabilities and developed counter-terrorism and security policies adopted nationwide, advising the White House, FBI, and US EPA. 

  • Extensive instructional experience, including as an adjunct senior instructor at the U.S. Federal Law Enforcement Training Center (FLETC) and a Visiting Professor of Maritime Security at the United Nations’ World Maritime University in Malmö, Sweden. 

  • A veteran officer in the U.S. Army Special Forces retiring as a service-disabled veteran.

Diversified Homeland Security Solutions

Mr. Petersen’s international credibility is further underscored by his role as Chief of Security Operations for the White House Presidential Transition Team (1988-89) and his tenure as Executive Director of the Maritime Security Council. He was a key architect of the U.S. Maritime Transportation Security Act (MTSA) and played a pivotal role in the development of the United Nations’ International Ship and Port Facility Security Code (ISPS) .
